Public Private Partnerships (PPPs), as we know and refer to them in the present-day procurement literature, are in fact arrangements that have their antecedents in early procurement systems in many countries. The notion of private sector participation in development projects and schemes that have traditionally been in the realm and domain of public sector entities and agencies is therefore neither new nor entirely innovative.
